The Department of Education’s Office for Civil Rights opened a Title VI investigation into Indiana University in December 2024 following a complaint that alleges that the University failed to respond to reported incidents of antisemitism on campus.
What’s Happening on Campus?
Several student government members resigned in November 2023 due to the organization’s failure to address rising antisemitism and the Student Body president’s "blatantly antisemitic” rhetoric. There were anti-Israel and antisemitic chalkings in early 2024, which the University said it would not remove unless it contained a threat to an individual.
In February 2024, 20 faculty members came together to form “Indiana University Academics for Justice in Palestine,” constituting themselves “in solidarity with the ongoing and urgent struggles of Palestinians resisting occupation, warfare and displacement.” The University’s Palestine Solidarity Committee student group operates as a chapter of Students for Justice in Palestine (SJP) and has been very active since October 7, 2023, organizing rallies, problematic speakers, and sit-ins.
Also in February, IU police opened an investigation after a series of antisemitic comments were posted online targeting Jewish fraternities and students.
Other incidents have included reports of students painting trees on campus with fake blood, regular flyering and chalking, Hillel staff being targeted for being Jewish at Red Carpet Day at the Union, the painting of pro-BDS language in snow in front of Chabad, and various rallies and marches across campus. Additionally, since February 2024, the Palestinian Solidarity Committee has been protesting at the Starbucks in the Student Union every week, using anti-Zionist language and signs.
In April 2024, more than 65 IU faculty and staff members issued a statement speaking out against 'targeted harassment of Jewish students and faculty members.’
In October 2024, Stars of David were carved into the door of a Resident Assistant at the University. In November 2024, a student at Indiana University made multiple antisemitic comments during a class discussion.
University Policies and Responsive Action
The University has an Antisemitism Advisory Board, which advises on how to address issues that may arise.
In December 2023, IU President Pamela Whitten outlined steps the IU administration had taken to combat antisemitism. In January 2024, the University suspended a professor who was allegedly ripping down posters of hostages and proliferating anti-Israel sentiments regularly in his courses.
On the suggestion of the IU Antisemitism Advisory Board, the University updated its Bias Response System to include a dropdown menu to select religion. On its community resources page, the University provides the IHRA Definition of Antisemitism.
The University’s academic programs related to antisemitism and Jewish history and culture are robust and the University continues to invest in facilitating additional initiatives to educate the campus community on antisemitism.
In advance of imminent encampments, the University adopted a new policy banning all temporary structures that do not receive necessary administrative approval. An encampment that was set up in Spring 2024, in violation of the new policy, was rapidly disbanded by campus and state police, leading to more than 30 arrests.
In August 2024, the University released a new Expressive Activity policy, outlining the University’s time, place and manner guidelines and the consequences for conduct violations. That same month, The American Civil Liberties Union (ACLU) of Indiana filed a lawsuit against the University contesting the University’s new Expressive Activity policy. In November 2024, the University amended the policy to clarify overnight restrictions on certain activities.
